ODT MISSION

Inspired by the visionary leadership of Mr. Omer Arteh Ghalib, the former Prime Minister of Somalia, and his deep understanding of the challenges faced by his homeland during the 1990s, Mr. Hassan Omer Arteh, CEO and founder of Kingdom Investment Corporation Limited (KICL), established KICL as a platform for investing in human and social capital development in regions with the greatest need. KICL's Operative Decisive Task (ODT) program is a Somali-led, multi-dimensional, public-private partnership that embodies a humanitarian vision of hope, peace, and prosperity. The initiative takes an inclusive approach to foster shared prosperity and peace in regions that have been plagued by prolonged internal conflicts and external exploitation. ODT provides a sustainable framework for collaboration between the public and private sectors in achieving its seven primary objectives, which have been specifically designed to rebuild a country. The ODT program plans to start in the Horn of Africa region, then expand to the rest of Africa, and ultimately scaling to other developing regions worldwide.

SEVEN PILLARS FOR SHARED PROSPERITY

KICL aims to address the longstanding issue of a stagnant economy in Somalia through a comprehensive nation-building solution that leverages the vast natural resource reserves in the region. The organization intends to develop an intelligent system that will enable the utilization of natural resources in exchange for infrastructure development, resulting in mutual benefits and interests. The proposed ODT projects will create employment and business opportunities for Somalis across the country. The goal is to establish a Smart Economy to enhance access to basic necessities such as food, education, and quality of life which everyone deserves. With access to some of the wealthiest natural resources on the planet, coupled with lessons learned from past experiences, the new Somali generation has the opportunity to transform their nation and pave the way for a prosperous future.

ODT FUNDING SOURCES

KICL, in collaboration with trading conglomerates and international banks, has successfully established a robust funding platform aimed at supporting development projects. This novel approach, spearheaded by our founder Hassan Omer Arteh, utilizes his expertise in structuring resources from sovereign wealth and development-mandated funds at the development bank and central bank levels. The platform is designed to effectively manage and add value to valuable assets, a strategy that is unparalleled in the market.

KICL is managing sovereign wealth funds dedicated for development investment. This funding is nonhistorical, non-restricted, and in the forms of cash, transferrable development credits, and financial instruments, that are ready, willing, and able to be transferred to financial institutions with approved settlement capacity from local central banks or national banks for designated or properly filed development projects.

The ODT Program is committed to rebuilding the Horn of Africa region within a seven-year timeframe, with a broader vision to advance sustainable development throughout Africa. Our efforts are centered around constructing critical infrastructure, implementing robust law enforcement measures, reconstituting the rule of law, fostering transparent governance, and reinforcing essential public services. Our overarching objective is to equip the region with state-of-the-art technological tools that enable modern self-governance and inclusive political discourse, while promoting stability, peace, economic prosperity, and advancement for the people of the Horn of Africa and other developing regions.

To achieve our goals, our program has prioritized infrastructure reconstruction in the region. Our program's focus is on infrastructure reconstruction in the region. We aim to achieve this through the deployment of innovative technological solutions to improve connectivity, communication, and collaboration among communities, institutions, and governments. Learning from the development of Neom and the Line Project, ODT will explore possibilities of developing sustainable megastructures with unique architectural style for the context of Africa. This concept aims to provide opportunities for the development of landmark architectures that conform to the developmental reality and contemporary sustainable development needs, while enriching the region’s architectural heritage and cultural appreciation value. The exploration will transcend the limitations of technocracy and the ethical challenges associated with top-down decision making, embracing contemporary design and planning technologies like the metaverse and other participatory tools to redefine the notion of magnificence for the future.

BUILDING SMART CITIES FOR ECONOMIC GROWTH 

As the Red Sea economy zone continues to connect continents and drive economic growth, the region is poised for great success. Infrastructure development plans are already underway, aiming to foster sustainable development while providing businesses with access to new markets and consumers. Among them, some of the projects involved are the establishment of ports and cities to enhance connectivity with the southern side of the Red Sea. Of particular significance are the NEOM project in the north and the Wadi Salaam city project on the African side. Through our proposal, these two projects will collectively serve as the twin capitals for the Red Sea economy zone, spearheading the future of the area. Together with other endeavors such as the Belt and Road Initiative, these strategic arrangements signify a transformative undertaking that will channel knowledge, goods, and capital from Europe, the Middle East, and Asia into Africa.

  

The Red Sea economy zone presents a unique opportunity for us to develop innovative public-private partnership models and contribute to the growth of the region. We have been offered the chance to create concession zones that will not only enhance the urban and architectural landscapes, but also drive advancements in finance and banking policies. By collaborating with government authorities, we aim to strengthen institutionalization of the governments in terms of their finance, banking, policy-making, and infrastructure development systems.

  

Cross-Africa development, from the east coast to the west coast, is a concept that holds immense potential for the continent. The Magnitude Development Consortium aims to connect African countries through infrastructure development, enabling trade and investment across the continent. With the Red Sea economy zone serving as a gateway, the Magnitude Development Consortium can capitalize on the region's economic growth to expand its network and promote sustainable development. By piloting innovative models of public-private partnership and collaborating with government authorities, we can contribute to the economic growth of the Red Sea economy zone and help drive cross-Africa development in the years to come.

With the Red Sea region experiencing rapid economic growth and development, forecasts predict a threefold increase in GDP and a six fold increase in trade volume by 2035. To harness this potential, our proposal aims to establish the NEOM and Wadi Salaam projects as twin capitals for the Red Sea economy zone. The proposed capital will facilitate economic and knowledge exchanges within the communities of the Red Sea and link the region to the broader African continent and global economic regions. This proposal has immense potential to accelerate the region's economic growth and development.

WADI SALAAM - CITY OF HOPE

The development of Wadi Salaam City, situated at the southern end of the Red Sea, represents the flagship project of the ODT Program and will stand as the sister city to Neom in Saudi Arabia, collectively serving as the twin capitals for the Red Sea economy zone. The city's governance and legal framework will be carefully tailored to facilitate trading and banking activities, enhancing its appeal as a business-friendly destination for global investors. The integration of advanced technologies such as blockchain and AI will imbue the city with unprecedented efficiency and security, rendering it a smart city that attracts innovators, entrepreneurs, and businesses, fostering a vibrant ecosystem for technological development and advancement. While the technocratic, capital-driven, and totalitarian criticisms leveled against smart technologies for city development are not without merit, the proposed solutions aim to explore their humanitarian potential, yielding a comprehensive and sustainable approach to the multifaceted issues facing the Wadi Salaam project. This includes, among others, the establishment of a Territorial Development Lab, which will collaborate with academic institutions globally, researching various topics relating to city development and architecture design. Achieving the desired outcomes will require a thorough understanding of the complex geopolitical, cultural, and developmental history of the city, the region, and Africa as a whole, addressing the ramifications of the recent civil war, anticipating the potential influx of capital and attention from the global community, and proposing conceptual urban development solutions that are empowered by next-generation technologies while actively addressing local, realistic, and historical issues.
